As the annual budget has been approved, we have decided that the tokens in
the address(0xb80c43bf83f7cb6c44b84b436b01ea92da5dabff) designated for
development costs, 15% of the supply(4.5 billion tokens), will be locked up from
May 1, 2018 until April 30, 2019.
