Malaysia’s Education Ministry uses NEM to set up a University Degree Verification System

The Malaysian Ministry of Education has launched an e-Scroll system powered by LuxTag on NEM Catapult, to combat bogus degrees

The Malaysian Ministry of Education together with a newly formed University Consortium on Blockchain Technology has launched the e-Scroll system — a NEM Blockchain powered web application that verifies and validates Malaysian university certificates.

The e-Scroll system is powered by LuxTag, a solutions provider that enables businesses and their customers to protect authenticity & ownership of their valuable assets by providing digitised certificates on the NEM Blockchain.

The e-Scroll system was developed to combat the increasing number of fake degrees and diplomas being made and sold in the black market. With such a growing issue, steps needed to be taken to safeguard the reputation and integrity of the certifications from Malaysian universities.

The e-Scroll system was developed by the LuxTag team in cooperation with Prof Dato Dr Norbik Bashah Idris from the International Islamic University Malaysia (IIUM).

Led by Bekkai Amine Fatah, it’s built on top of the LuxTag Software Development Kit (SDK) on top of the Catapult NEM blockchain, it not only places the hash on the certificate on the NEM blockchain but also uses LuxTag patent pending that allows all certificate information to be inserted on the blockchain, making the data immutable and secure.

The first phase of implementation is already underway. On 10 November 2018, 200 graduating PhD students from IIUM were awarded university degrees that are each represented by a full-fledged on-chain certificate the Catapult NEM Blockchain.

Each physical university degree certificate comes with a unique QR code that can be scanned for authentication via the university’s e-Scroll system at https://e-scroll.iium.edu.my. Subsequent phases will see other members of the University Consortium on Blockchain Technology rolling out their own version of the e-Scroll system.

If a fake certificate is detected, a report can also be made

The idea for the e-Scroll system was first mooted in January 2018, by MADICT — Majlis Dekan-dekan ICT (Council of ICT Deans of universities in Malaysia). MADICT and the Ministry proposed to use the blockchain technology, which is believed to be secure and has the potential to increase the efficiency in authenticating genuine degree certificates.

Currently, Malaysian universities received thousands of requests globally to verify their graduates, but the process is still largely done via telephone and emails which are very inefficient.

The Malaysian Ministry of Education is encouraging other universities and institutions of higher learning in the country to join the University Consortium on Blockchain Technology and adopt the system. With the Ministry appointing IIUM as the current Head of the Consortium, its goal is to spread skills training and development of Blockchain technology among Malaysian university students and academics.

The plan for the Consortium, in the long run, is to offer industry standard blockchain-based solutions which have the potential to generate revenue for the member universities.

Currently, the consortium consists of six Malaysian public universities namely:

1. International Islamic University of Malaysia (IIUM)

2. Universiti Utara Malaysia (UUM)

3. Universiti Teknologi Malaysia (UTM)

4. Universiti Malaysia Sabah (UMS)

5. Universiti Malaysia Terengganu (UMT)

6. Universiti Teknologi MARA (UiTM)

NEM has been active in the education space in Malaysia, recently signing a MoU with Taylor’s University to power their Blockchain lab and assisting the creation of the university’s Blockchain syllabus. This together with the Malaysian Ministry of Education’s launch of the e-Scroll system highlights NEM’s continued role in promoting Blockchain adoption and education in the space.
