Federal policymakers have been hard-pressed to find common ground on climate change. Gridlock in Congress has extinguished hope of large-scale legislation on climate in the near-term. Meanwhile, President Obama’s regulatory actions have faced stiff opposition. Prior to Justice Antonin Scalia’s death, the Supreme Court stayed the president’s Clean Power Plan before it had been evaluated on its merits — a first in the history of the high court.
