Cosmos hub Governance #6, #7 Decisions

Currently (2019. 05. 09), there are two governance voting that is currently ongoing on Cosmos Hub.

• Governance #6: Don’t Burn Deposits for Rejected Governance Proposals Unless Vetoed
• Governance #7: Activate the Community Pool

For these two governance proposals, Node A-Team’s votes are as follows:

Governance #6: YES

It is possible that choosing “No” for any Cosmos Hub governance does not mean strong opposition to the proposal, and since we have “NoWithVeto” as another option of opposition, absolutely faulty or pointless proposals are more likely to be voted with “NoWithVeto”. In Cosmoshub-1 Governance Proposal #2, most voters chose “No” not because the purpose of the governance was harmful or faulty, but because some modifications to the details of the proposal was necessary. The governance proposal which was submitted immediately after modification, as we all know, was concluded with “YES”, which enabled us to transfer Atoms on Cosmoshub-2.

The “No” decision in a proposal, therefore, does not mean that the proposal was completely wrong, and should still refund the deposit back to contributors. But, through this current governance #6, voters should be aware of when to choose “No” or “NoWithVeto” for future governance proposals.

Governance #7: YES

Accumulating Atoms in Community Pool without using them clearly does not match with what was mentioned in Cosmos Whitepaper. It should be agreeable that new proposal type should be made so that the Community Pool fund could be used for the further development of the chain.

Individual voters should be able to evaluate these new proposals to make decisions, and as more relevant governance proposals gets proceeded in the future, governance participants will grow along with the chain.
