Civilization Needs Gov/Orgs to Limit Bureaucratic Admin Bloat

Why won’t progressive leftwing Democrats admit and enforce that organizations should not spend more than a particular percent, say 15%, of their money and work-hours doing the administrative tasks that support their core missions?

Democrats such as Barack Obama and Mark Cuban may regularly claim to want to reduce government waste, but they should be judged not by their words or “intentions”, but by their results. And their results are zero. Absolute, total failure.
