The Mayor’s Office for Economic Opportunity (“NYC Opportunity”), in partnership with the NYC Human Resources Administration, is currently seeking qualified partners to conduct evaluations of anti-poverty programs and research on a broad range of issues affecting low-income residents. These evaluations are in an array of areas, including human services, criminal justice, employment, youth and young adults, health, education, and several others.

Since our office’s start in 2006, NYC Opportunity has used evaluation of programs to drive improvement, measure effectiveness and impact, and separate the programs that are worth continuing or expanding from those that are not. We evaluate programs and initiatives that have been developed out of our own work, as well as ones developed in partnership with other City agencies, that help advance equity and reduce poverty.

With this Request for Proposals (RFP), NYC Opportunity seeks to establish a pool of approximately 8–12 general and specialized social policy research and evaluation firms that can work on an as-needed basis to conduct research relevant to issues facing low-income communities in New York City.

In NYC Opportunity’s evaluation efforts to date, external evaluators have conducted implementation studies, focus groups, surveys, participant and stakeholder analyses, behavioral tests, cost-benefit analyses, and impact evaluations, including several random assignment studies. Now in our 12th year, NYC Opportunity is particularly focused on developing and evaluating programs and policies with the potential for systemic change and broader policy relevance.
