In a survey of 21 states, Odisha has been ranked as an Aspiring Leader by Invest India and the World Bank

Odisha has been ranked an “Aspiring Leader” in a survey of 21 states conducted by Invest India and World Bank. The state scored 80 per cent overall, well over the national average of 70 per cent and was placed in the “Aspiring Leaders” bucket along with four other states. The “Aspiring Leaders” bucket immediately follows the Top Performers bucket (which has three states).

Facilitating Investment — 100 per cent

Mandate and Organisation — 94 per cent

Strategy and Marketing — 83 per cent

Winning Investment Projects — 83 per cent

Systems and Technology — 73 per cent

Research and Policy Advocacy — 70 per cent

While the individual reports to the respective states have been provided confidentially to each state, the broad focus and the methodology of the survey has been published by Invest India here.

According to the survey report, State Investment Promotion Intermediaries (IPIs) have the power to translate investor interest in India into successful projects for the state and the nation. Further, an empowered state IPI can also provide inputs to develop policy and improve the overall ecosystem for development of state and specific focus areas. Understanding this, the World Bank and Invest India have conducted a survey to gain a better understanding of each State IPI’s preparedness.

The survey groups 21 states into four brackets: Top Performers (3), Aspiring Leaders (5), Promising Developers (7) and Emerging Potentials (6).
