An Open Letter to DNI Avril Haines about the UAP Report

Congress gave the Director of National Intelligence until June 25 to submit a report about UFO/UAP reality. It’s time to hear the facts as they are known.

Dear DNI Avril Haines,

You have heavy responsibilities in your new position as the Director of National Intelligence: counterterrorism, cybersecurity, counterproliferation and counterintelligence. It’s a lot, and you’ve only been on-the-job since mid-January 2021. We get it.

Under normal circumstances, it would be easy to see a demand from a Senate Committee (SSCI, the Senate Select Committee on Intelligence) to report to them about Unidentified Aerial Phenomena (UAP) as something better delayed until a more opportune moment. Please don’t do that. We all know that circumstances in today’s world are not normal at all. Far from it.

This moment you’ve been presented with is historic, one that should be met head-on and not become yet another brick in the wall of deception that has plagued this topic for nearly eight decades now.

There are many, many millions of Americans (including pilots, military, police, etc.) who have seen things in the sky they can’t explain. Many others simply believe that there is sufficient evidence to believe that for the last seventy-four years, at least, the U.S. government has not been leveling with us about what’s really going on. Please consider the rights of your fellow citizens to be met with truth rather than more of the usual diet of denial and ridicule.

We already know the government takes the subject seriously. Navy pilots have recently told us, so has the . Unexplainable and compelling encounter videos have been confirmed by the Pentagon as authentic. There is a UAP Task Force within the Office of Naval Intelligence.

The facts are not only available to you and your staff to prepare this report but, in large measure, the public is simply waiting for you to confirm what they already know and suspect.

We’ve heard on this issue from a big list: former Majority Leader Senator Harry Reid, SSCI Chair Senator Mark Warner, SSCI ranking minority member Senator Marco Rubio, Obama Chief of Staff John Podesta, former New Mexico Governor Bill Richardson, former Presidents Bill Clinton and Donald Trump, plus Obama Secretary of State Hillary Clinton. Others include names you’ll easily recognize like your predecessor John Ratcliffe, former CIA director John Brennan, former SSCI Staff Director Christopher Mellon, former AATIP leader Luis Elizondo, Lockheed Martin’s Steve Justice, and Bigelow Aerospace’s Robert Bigelow. Besides The , media outlets like , , , , , and others have all broken news on the UAP issue.

That’s all well and good, and has provided extremely useful information to the public. We need to hear, definitively, from the United States government. It is simply not okay to sit this one out any longer.

Your task, as laid out by the SSCI, is to produce a public, unclassified report, although you are also allowed to add a classified addendum. It is right and proper that some aspects may need to be classified. Yet it is even more right and proper that the public portion not be evasive or misleading.

The Office of the Director of National Intelligence states on its webpage that it’s “committed to writing new documents in plain language.” Since ODNI believes in and works under , please remember that federal agencies like yours must write “clear government communication that the public can understand and use.” President Obama also emphasized the importance of establishing “a system of transparency, public participation, and collaboration” in his 2009 Memorandum on Transparency and Open Government.

Your mandate is clear as the language from the SSCI that created it. “The Committee directs the DNI, in consultation with the Secretary of Defense and the heads of such other agencies as the Director and Secretary jointly consider relevant to submit a report within 180 days of the date of enactment of the Act , to the congressional intelligence and armed services committees on unidentified aerial phenomena.”

Many of us are impressed that you are the first woman to hold this DNI position and that you’ll be discussing the UAP report with former member of the Senate Intelligence Committee and current Vice-President Kamala Harris. You’ll be creating this report in cooperation with the new Secretary of Defense Lloyd Austin who is the first Black man to serve in that position. This group, along with President Joe Biden, who campaigned and governs as a man prepared to tell the American people hard facts, is the perfect collection of diverse individuals for the job. You represent America and the world. We want you to succeed.

All of us who await seeing the work product of six months of information gathering on the UAP topic hope and expect to read clear, concise words that do not obsfucate or dissemble. What does that mean when it comes to discussing UAP?

At bare minimum, the public section of your report needs to confirm that some UAP exists and defies easy classification, given that sitting U.S. Senators and recent CIA and DNI officials say so. If the reasoned judgment is that these mysterious objects are not made by the U.S. military, say so. If the further judgment is that Russia or China doesn’t make them either, the report needs to make that clear as well. That leaves open the third choice, that someone else — not any world power — makes them. That would be enough to get the discussion and the investigation going properly. You don’t have to say the words alien or extraterrestrial if you do not have proof or that proof is classified. In that case, simply tell us what they are not. Journalists can go to work breaking the rest of the story.

There are already reports popping up that ODNI has devoted minimal resources to this effort, and there is a good chance that your report will be delayed. That would be unfortunate, and the DNI should endeavor not to let that happen.

We want to move on with whatever the next phase is, be it wondrous or troubling, frightening or reassuring. It is simply time.

Help your nation and the world. You have been given an incredible opportunity to play a specific and important role in shaping the history of planet Earth going forward. Don’t shirk the duty, don’t postpone the inevitable.

Get on with it. Speak the truth. We actually can handle it.
