The Data Ethics Council (which includes the largest IT companies, banks, and telecom operators in the Russian Federation) has recognized good practice as a data exchange between credit organizations and mobile operators to prevent fraud. This is stated in the message of the Big Data Association. The White Paper incorporates the practice of enabling customers to identify themselves using digital or other reliable alternative identifiers.

In December 2019, the largest big data market players signed a code of ethics for data usage, developed by the Big Data Association and the Internet Development Institute. The document is a set of rules and regulations for the ethical treatment of data and is the basis for self-regulation of the big data market in Russia.

At the first meeting of the council on March 19, which will henceforth follow the principles of the code, a list of the first good practices for working with data for the White Paper was approved. The first practices enshrined in the book were examples of working with data aimed at ensuring the convenience and safety of citizens, according to the Association.

“The practices of countering fraud with customer accounts were recognized as bona fide. For example, the market approved the exchange of data between credit organizations and mobile operators to prevent fraudulent schemes using social engineering, when criminals imitate calls from banks, and to prevent illegal actions in cases when a client changes cards or termination of the contract with the telecom operator, “the message said.

So, to ensure the convenience of customers when collecting consent for the processing of personal data remotely, the White Paper includes the practice of providing customers with the possibility of identification using digital or other reliable alternative identifiers.

About Council

The data ethics council includes oneFactor, Megafon, Mail.ru Group, Tinkoff, Gazprom-Media Holding, Yandex, Sberbank, Gazprombank, Qiwi, VTB, Vimpelcom, Skolkovo Fund , Rostelecom, MTS, as well as representatives of the Analytical Center under the Government of the Russian Federation, the Big Data Association and the Internet Development Institute.

The main tasks of the council are to monitor compliance with the principles of a code of ethics for data use by affiliated companies and to fill in the White Paper with data-sharing practices. The White Paper is part of the code, a set of examples of data handling that industry leaders use to improve user experience, protect customers and prevent fraud and corruption.

“The unanimous support by the Council of ethical data handling practices for inclusion in the White Paper underlines the importance and benefits of using common approaches for the interaction of business with citizens and the state. It is extremely important to develop a data market based on the specific experience of leading players who are convinced of the effectiveness of the proposed measures aimed at ensuring the safety of users. We encourage companies to join the Code of Ethics to build trust between market players and promote self-regulation. So Russia will become a leader in the field of data integrity, ”- Anna Serebryanikova, President of the Big Data Association.
