FPTP to the Alternative Vote

Whereas:

1. The current system in use (First Past the Post) was designed for a two party system while we live in an age of 4 parties dominating the political scene

2. It is common for MPP’s to be sent to the legislature with only 35-40% of the votes from their constituency

3. Other countries and political entities use other means of electing their representatives where each member sent to the legislature has received at least 50% of the vote from their constituents and these have proven effective

4. Instant Run-off Voting is a system where all voters are issued a preferential ballot where they rank their choices. If no candidate receives 50% of the vote based on first choices then further choices will be considered.

Be it therefore resolved and it is hereby resolved that:

1. Ontario will use the Instant Run-off Voting system for all future provincial elections.

2. Any eligible voter residing in Ontario be fined $500 for failing to register themselves to vote and be fined an additional $500 for failing to vote in a provincial election.

3. Should any citizen of Canada residing in Ontario fail to vote due to being incapacitated mentally or physically on polling day, that the fine instituted in Clause 2 be null and void.

4. Two years into every mandate, a mail-in referendum will be held on the support of all Members of Provincial Parliament. If any MPP receives less than 50% of the vote, a by-election will be held in the chosen riding.

5. This system will take effect for the next provincial election cycle.

6. Copies of this legislation will be forwarded to Elections Canada and all other appropriate government agencies.
