[Spotlight] Implementation Working Group Action Plan 2024

During 2023, the ODC Implementation Working Group (IWG) solidified its commitment to continue working to advance the open data agenda and, more importantly, support the government’s mission to accelerate commitment to the SDGs.

To continue supporting the accelerated adoption of emerging technologies in the public sector, throughout 2024 the IWG is committed to integrating efforts and isolated actors to sustain open data approaches, policies, plans, and actions.

Therefore, as we did in previous years, we prepared a survey to receive contributions from our members and then held a meeting to discuss this new Action Plan.

This year, we also gathered insights into the IWG format and proposed ways to improve our performance for the community. Our meetings, as usual, will take place in the third week of the month, at 7 pm London time.

Our agenda this year is related to the following themes:

  • Organizational capabilities and resources to deal with open data
  • Ecosystem and data governance embracing diversity
  • Open data’s role in the emerging and cross-cutting agendas of humanitarian crises, social projects, gender, corruption and open science
  • Open data’s potential in artificial intelligence, govtechs, and digital public infrastructures

We are aware that it is an ambitious agenda. Nevertheless, we look forward to working with our communities and speakers this year. That is why we dedicated ourselves to preparing a timeline.

Proposed IWG meeting topics:

  • Capabilities for Open Data Professionals
  • Data ecosystem and data governance in smart cities: What is the status of open data?
  • Data projects fair. Call for opening data in practices: lessons learned from govtech for health, and chief data officer for education.
  • Open Data Ranking/Measurements
  • Beneficial Ownership and extractive industries: open data for anti-corruption
  • Gender data: indigenous data, database on violent gender
  • Opening data in practice: lessons learned from data interoperability in open science

To enhance our commitment to the Open Data community and expand the potential impact of our work, we also share our list of aspirational goals for this year.

  • Support a shared capabilities framework for public servants committed to developing and maintaining open data.
  • Revitalize data governance and capacity by supporting partnerships across data ecosystems promoting cultural diversity, social care, climate change, education, and health.
  • Contribute to emerging and transversal open data agendas on humanitarian crises, social projects, and open science.
  • Promote the exchange of organizational resources and capabilities among open data professionals, particularly public servants dealing with regulation, privacy, real-time data, and data interoperability.
  • Contribute to the debate on open data and digital public infrastructures and the research and development of artificial intelligence in the public sector.

Specific actions

To meet our goals for 2024, we propose the following actions:

  • Onboard our ODC adopters to promote the transfer of knowledge and capabilities among open data professionals.
  • Promote the exchange of academic projects that involve training and use of open data, prioritizing the use of open data and smart cities, data interoperability, and open data and SDGs.
  • Connect new actors to the IWG and ODC, hosting programs and initiatives resulting from public and private partnerships and involving open data.
  • Expand our collaboration with groups involved in data gender issues, open science, climate change and real-time data, humanitarian crises, and anti-corruption initiatives by discussing initiatives and practices.
  • Expand engagement in organizations promoting open data and public digital infrastructure and using open data for artificial intelligence research and development.
  • Strengthen communication channels and diversify communication content through releases with lessons learned from the community that involves the IWG.
