Lack of serious joined up regional/structural uk planning

imagine in the UK having a c. GBP56Bn major projects ‘big spend’ that does not produce one single additional new housing unit, (given the UK’s chronic and decades old housing crisis) but on the contrary, actually requires the demolition of new build housing units, recently constructed/completed and now lived in, to permit high speed rail links to Birmingham,-all represents some serious lack of joined up regional/structural planning from extremely bad practice.
