This Universal Declaration is a milestone document in the history of human exploration. It will serve as an outline for the future expansion of humankind into the vast reaches of space presented as a common standard of achievements for all peoples and all nations.

It sets out, for the first time, the fundamental and self-evident recognition of the right of all humankind to the vast wealth of space now within our grasp. Furthermore, it supports an unchallengeable position that each and every human being has the right to claim the incomprehensible wealth of space and to receive the benefits therefrom.

Preamble

Whereas there is a full recognition of the inherent value of space. That each member of the human family has an equal and inalienable right to claim what is inherently theirs within the basic foundation of freedom, justice and peace and prosperity for all,

Whereas it is essential that these human rights should be protected by the rule of law in all countries for the continued prosperity for humanity,

Whereas it is essential to promote the development of friendly relations between nations while we proceed to develop space for the betterment of all,

Whereas the Outer Space Treaty of 1967 has pledged to provide equal access and opportunity to the promotion of universal respect and cooperation in the development and claiming of the wealth of space,

Whereas there is common understanding of these rights and freedoms for all as we enter into a new era of space exploration,

Now, therefore we proclaim THIS UNIVERSAL DECLARATION OF EXPLORATION OF SPACE as a common desire for all peoples and all nations, to the end that every individual and every nation, keeping this Declaration constantly in mind, shall strive by teaching and education to remember the rights given in the ratified Outer Space Treaty of 1967. These rights and freedoms will secure a universal and effective recognition and observance, both among the peoples of world themselves and among the new generation of the peoples of space.

Article 1

It is agreed that all human beings are born free and equal. They are endowed, by their Creator, with certain rights to freedom, self-determination and the ability to prosper both in spirit and soul to achieve their individual, family and societal goals without undue interference by government, sovereignty, power or any other means. That these inalienable rights extend to the cosmos and are protected wherever humankind may find themselves now and in the future.

Article 2

All are entitled to all the rights set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.

Article 3

Everyone has the right to secure a claim on the wealth of space without encumbrance.

Article 4

All human beings shall be allowed to partake in the vast wealth of space. No law shall be made by nation, sovereignty, power or position to impede the ability of anyone to make their claim to space. These benefits should be made available to all humankind.

Article 5

Everyone has the right to recognition of this right as a universal law.

Article 6

All are equal and are entitled without any discrimination to equal protection. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.

Article 7

It is universally recognized that no interference shall befall anyone in the pursuit of prosperity, in their privacy, in their relationships, in their family, in their home or in their correspondence. Nor, shall anyone be impuned upon their honour or reputation. Everyone has the right to the protection of a universal law against such interference or attacks.

Article 8

All peoples have an intrinsic right to claim space, alone as well as in association with others.
No one shall be arbitrarily deprived of this right by nations, sovereignty, power or status as stated within this Declaration.

Article 9

There is universal agreement that each person has the right to freedom of exploration in space through virtual and no-virtual means; this right includes freedom to explore, speculate, claim and enjoy the benefits, either alone or in community with others and in public or private, to manifest the outcome of such claiming and exploration to themselves and their posterity.

Article 10

There is a universal the right to freedom to imagine and express; this right includes freedom to hold opinions and ideas without interference from nations, government, sovereignty, power and to seek, receive and impart information and ideas through any media not bound by celestial territories. Space will remain free and open allowing an interchange of expression for the betterment of all humankind.
