‘Crime Rate Has Decreased’ ,Says General Aronda

In a statement to Parliament of Uganda, on 3rd September 2015, Minister for Internal Affairs General Aronda, informed MPs that crime in Uganda is on the down low despite the increase of firearms in committing crime. This was after he was repeatedly put on spot by MP Mwanga Kivumbi,(Butambala County — Butambala District) who demanded for a report on the Muslim clerics shooting.

“ The ministers’ statement doesn’t indicate or cover all the Muslim clerics who have been killed, the report is also selective and not detailed,” said MP Mwanga Kivumbi

Other Members of parliament-criticized police’s slow response to the crime scenes coupled with slow arrests and closing of many cases.

“Police is always quick to arrest members of the opposition, they always call it preventive arrest. Each time there is a victim of gun shooting, police says they know who is behind and they are ADF rebels, so why not arrest these people, under preventive arrest? Asked MP Kasaino Wadir.

Gen Aronda added that the remnants of ADF are hiding in the jungles of Eastern DRC, and have cells in Uganda. He also attributed the recent killings of prominent personalities, in particular Muslim sheikhs, suspected to have been carried out by ADF terror cells, and a new group linked to Dr Kiyingi.

Statistics of the crime rate as per the minister’s statement are as follows; The crime rate and trend been declining since 2006, there was a marked reduction in crime in the Jan-June 2015 period compared to the same period in 2014.

There were 143 incidents of death by shooting between Jan-June in 2014; there were 74 incidents of death by shooting in the same period in 2015.(Extracts from the crime report)
