RELEASE: Particl Core 0.16.1.0

Particl Core version 0.16.1.0 is now available.

If upgrading from version 0.16.0.5 or below, this release will automatically reindex the blockchain the first time it’s run.
Downgrading to a version before 0.16.0.6 will require a chain reindex to be manually initiated.

Notable Changes:

• Particl Core 0.16.1.0 is the first mainnet release on the new chainindex format
• lockunspent has a new parameter — if set the wallet will remember the locked outputs
