To shout fire when fire is detected makes sense.

To keep shouting fire when it’s already spreading makes less sense: more noise intensifies the panic. It doesn’t let people think and decide for themselves what to do. It signals distrust in their ability to respond. It adds to the chaos. It doesn’t see nuance. It doesn’t restore balance. And, unfortunately, it could fuel further destruction.
