DAO | Khala Democratic Council Candidates
Dear Phamily,
We are delighted to have just announced the Khala democratic governance mechanism. As we begin September we would like to explore the mechanisms and people behind our new governance structure. One of the most important features of the Phala DAO governance system is the council. The council is an elected body of on-chain accounts that are intended to represent the passive stakeholders of Phala and/or Khala. It has two major tasks in the governance process:
1. Proposing referenda and vetoing dangerous or malicious referenda.
2. Act as a core element that facilitates the system running smoothly.
To provide the Khala democratic Council with decision-making power so it can perform these functions, we began with the recent proposal of the Khala ecosystem (new token economics and TEE mining) as written in the Phala roadmap. We introduced five candidates who have contributed to Phala, and the community will vote in the near future to decide whether to accept their candidacy. They are Marvin Tong, Hang Yin, Joe Petrowski, Jonas Gehrlein, Zoé Meckbach — below you can hear from each of them more closely.
To support their chances of being elected as the initial council members, they have prepared their own short election videos to showcase their experience, insights, and their vision of the future Phala ecosystem (blockchain and network).

Marvin Tong, Co-founder of Phala Network, Investment Advisor of PAKA Fund, Co-organizer of Privacy Computing In China. Former Senior Product Manager at Tencent & Didi.
Hang Yin, Co-founder & Lead Developer of Phala Network. Former Senior Software Engineer at Google, leading projects of Mandarin speech recognition, voice search, and Gmail intelligent semantic assistant, with profound experience in artificial intelligence; Founder and Lead Developer of Bitcoin Gold; B.S., Computer Science and Technology, Fudan University.
Joe Petrowski, the technology integration lead of Web3 Foundation. Joe also hosts the “Relay Chain” podcast that covers people and projects in the Polkadot ecosystem.
Jonas Gehrlein, Ph.D., University of Bern, who works as a research scientist at the Web3 Foundation in charge of researching economic problems in the Polkadot ecosystem. Before joining W3F, Jonas did his Ph.D. in Behavioral and Experimental Economics, working on projects which explore human decision-making. Before that, he obtained a master’s degree in quantitative economics from the University of Konstanz.
Zoé Meckbach, M.Sc. in Information & Cybersecurity. Polkadot Global Head Ambassador of Events. Blockchain technology and Cybersecurity advocate. She is the COO of MH-IT & Service GmbH, an IT services and consulting company in Germany. Before joining MH-IT, she worked for Google as an applications analyst.
