Khala Congress seat will increase to 8 people after the network upgrade. Congress seats are voted on and rotated every 24 hours.

#58: This referendum is from the Technical Committe, which proposes to enable HRMP for the Khala → Shiden network.
#59: This referendum is from the Technical Committee. The proposal proposes to upgrade Khala Runtime to v1180. Contents include: increase Concil seats to 8; allow StakePoolManager agents to call PhalaStakePool.restart_mining; synchronize RMRK pallets; synchronize Polkadot v0.9.27.
#60: This referendum is from the Technical Committee. The proposal proposes to upgrade Khala Runtime to v1181. v1181 is a patch that adds runtime based on v1180.
