Pluribus-led CTA Wins Biometrics DevSecOps Contract at USCIS

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS) awarded a three-year, $98 million task order for “Biometrics Development, Security, and Operations” (BDSO) to a team of four small digital service firms. Under this task order, the team will provide multiple product development teams to improve the mission capability related to biometrics and identity management systems that support lawful immigration to the United States. The work features leading-edge open source and cloud technologies, the application of leading practice, and solution innovation including advanced data analytics.

To support the program, the four small businesses developed a Contractor Team Arrangement (CTA). Members of the CTA include: Solution Technology Systems, Inc. dba: Pluribus Digital CTA Lead; Capital Technology Group, LLC (CTG); 540.co, LLC (540); and Fearless Solutions, LLC (Fearless). The proposal team was further strengthened by two subcontractors: Mt. Airey Group specializing in support of Biometric systems and Two Six Labs specializing in Artificial Intelligence and Data Analytics. CTA members were excited to compete in an innovative procurement, which included a code challenge and a technical demonstration. The award was the first Prime contract win at DHS for each CTA member firm.

All CTA awardees for this effort have a shared focus on digital services and forward-leaning skills in open source development, user-centered design, DevSecOps, and cloud platforms.
