President Biden addressed the joint session of Congress on Wednesday, April 28. He opened his speech by remarking on the historic moment taking place with two women standing behind him for the first time, saying, “Madam Speaker, Madam Vice President. No president has ever said those words from this podium, and it’s about time.” He outlined an ambitious, active role for the government to continue helping Americans still recovering from the ravages of the pandemic. He unveiled a $2.3 trillion infrastructure bill, aptly named the American Jobs Plan. In addition to roads and bridges, he had included spending on broadband access and plans to address racial inequality and climate change. Biden also outlined a massive domestic program, the American Families Plan with an outlay of $2 trillion.
