Brazil, Syria and Yemen. There were already three cases of cluster weaponry utilization, with casualties, only during DISEC’s meeting about this very topic. Delegates are having a good time so far passing on responsabilities and letting their population know that there is not “misusage, abuse or excesses” regarding this munition. Time has come to recognize that, whatever their definition is, the usage of this type of weapon is certainly letal and innocent lives are being lost.

Latest bombing in Syria showed that the rebel forces are holders of this kind of arsenal. During the Committee’s pronunciation, Russian Federation delegate condemned the attack and reassured that they are not responsible for the proliferation of this armament. Argentina, once again, had the most intense speech, condemning not only the attack, but the maintenance and proliferation of this weapons. Syrian delegate, for instance, affirmed that the use was made by non-state actors, and that will not avoid the usage of cluster munition to combat terrorism.

The initial optimism regarding the discussions about the topic are now dissipated as countries cannot find a cohesive discourse even when such specific crisis take place. Time has come for countries directly and indirectly responsible for these incidents to speak up, take responsability and demonstrate that they are open not only to debate, but to actually change. Innocent lives are constantly at stake.
