  • Marissa Serafino is an attorney in Holland & Knight’s Washington, D.C., office and a member of the firm’s Public Policy & Regulation Group. Ms. Serafino focuses on the critical intersection of law and public policy on privacy and cybersecurity matters, political law and compliance, national security, and the environment. Clients, including corporations, coalitions, trade associations, and local governments, rely on Ms. Serafino for representation before Congress and the executive branch related to advocacy, government enforcement, and congressional investigations. This includes assisting clients in developing and executing legislative and regulatory strategies to advance their short- and long-term objectives. Prior to joining Holland & Knight, Ms. Serafino counseled and coordinated legislative efforts for Sen. Jeanne Shaheen (D-N.H.) on energy and environmental policy matters and funding issues. Ms. Serafino served as the primary liaison between the senator and the U.S. Senate Appropriations Committee and spearheaded countless efforts to further the senator’s priorities on behalf of issues vital to her constituents.
  • Matt Hourihan is Associate Director of R&D and Advanced Industry with the Federation of American Scientists, where his focus areas include R&D policy and budgets, novel research models, energy and space innovation, and other topics. Previously, Hourihan directed the R&D Budget and Policy Program for the American Association for the Advancement of Science (AAAS), where he was a recognized expert in research investment policy and trends for over a decade. His analysis and commentary were featured in a range of major media including the Wall Street Journal, Science, Nature, The Atlantic, Forbes, The Hill, Politico, Scientific American, Eos, Vox, Bloomberg, and elsewhere. He earned a master's degree in public policy with a focus on science and technology policy at George Mason University, and a B.A. in journalism from Ithaca College.
  • Mike O’Neill is an associate in K&L Gates’s Boston office and develops solutions for clients regarding energy, infrastructure, and natural resources issues. His practice’s primary focus is the growing fusion energy sector. Mike advises private fusion companies and investors on complex regulatory and policy developments that affect this emerging industry in the United States and around the world. His broader practice deals with energy and environmental issues, particularly with respect to natural gas and oil, liquefied natural gas (LNG), pipeline safety and compliance, natural gas tariffs, regulatory and commercial aspects of renewable energy and energy storage projects, and commodities regulation.
