Public Procurement is important, more than what a lot of people think!
Important in size:
and, as you say, important in terms of impact!
If the pothole repair job requires that public funds be spent on equipment manufactured by child slaves in Malaysian sweatshops, that should matter. If the pothole repair job leaves a chemical residue that runs off into a local waterway and increases the risk of cancer, that should matter. If the pothole repair job is done by a sub-contractor who is charging the city far more than the market rate, that should matter.
