Bad Design

While this is not a case terrible design, it is just bad enough to continually frustrate me. This movable cabinet has two pull out draws, but three identical handles. The topmost handle, shaped as if to be pulled just like the others, does not open a drawer.
It is, I suppose, meant to act as a handle to aid in moving the cabinet itself (as it is on wheels), but there is no indication that the handle has a different function from the other two. I find myself constantly trying to pull the topmost handle to open the top drawer, obviously with no success.
It may have proven more effective to change either the orientation, shape, or size of the topmost handle to indicated that it serves a separate purpose.
