This is a statement from the Q International Foundation on its vote on Basic Constitution Proposal #8. The Q International Foundation’s Voting Policy lays down the principles according to which it exercises the voting rights attached to its Q tokens. This statement is published in accordance with the Q International Foundation’s commitment to providing full transparency of its voting behaviour.

Basic Constitution Proposal #8 is currently open for voting on-chain. Since it is a Basic Proposal, it requires a 25% quorum and more than 50% majority to pass, pursuant to the Q Constitution.

This proposal seeks to add an additional Governance Service to Integrated Applications, incorporate elements flowing from Fundamental Constitution Proposal #6, and create better clarity and alignment between the Constitution text and the underlying technology of the Q Protocol.

Voting action

The Q International Foundation supports the initiative for projects to integrate their governance with the Q Protocol through Governance Services to Integrated Applications. It also supports the creation of new Governance Services that could bring value for and draw projects to onboard on Q. At the same time, it does not see a particular reason to take a directional view on this issue. The Q International Foundation therefore submits a “neutral” vote in accordance with par. 2. a. of its Voting Policy. Concretely, this means that the Q International Foundation submits an equal number of “yes” and “no” votes, thereby ensuring that the quorum required for the proposal to pass is met, while not influencing the outcome of the vote.

Rationale

Fundamental Constitution Proposal #6 introduced the concept of Governance Services to Integrated Applications on Q. Projects may integrate their governance with Q using one of the three Governance Services. If a project sought an oversight service from the Root Nodes that is not yet provided for in Appendix 11 of the Q Constitution, it can propose a new service. This proposal is the result of a community effort to introduce a new service based upon discussions with potential projects interested in Root Node enforcement of external decision-makers.

Another element flowing from Fundamental Constitution Proposal #6 is the addition of two rows within the Appendix 5 voting table corresponding to membership and general votes by the Expert Panel on Integrated Applications (EPIA). The EPIA was introduced in Proposal #6 and this proposal seeks to apply the same voting parameters as the Expert Panel on Root Node Selection to the EPIA.

Additionally, this proposal introduces minor amendments for better alignment between the technical implementation on the Q Protocol and the Constitution text as well as greater clarity and succinctness in the Constitution language.
