Deploying TouchEn Wiseaccess to a public institution in Korea

In this post, let’s review how TouchEn Wiseaccess was implemented to improve the public and internal integrated authentication services of the National Tax Service, the branch of the Korean Ministry of Economy and Finance in charge of the taxation and in particular, responsible for collecting taxes in Korea.

Background

To actively respond to the ever-changing tax administration environment, the National Tax Service decided to reorganize its electronic tax system with the “Neo Tax Integrated System (NTIS)” while preparing for the integration of the related websites into the “HomeTax” website. In this regard, national tax administration services such as e-Tax invoices, tax incentive systems or cash receipts used to be provided in eight separate and distinct websites, causing inconvenience to users who had to log in with different Identifiers and passwords each time they wanted to access related services.

The cumbersomeness of the existing system spurred the National Tax Service to consider introducing a Single-Sign On (SSO) technology along with an Extranet Access Management (EAM) to enhance user convenience while optimizing the means for providing tax administration services.

Deploying TouchEn Wiseaccess to a public institution

Prior to the deployment of SSO and EAM, a variety of performance indicators were reviewed such as the stability of user authentication services. Ensuring user authentication services are running smoothly for large-scale network traffic services was among the main requirements expressed by the National Tax Service. In particular, the public institution provides nationwide services such as electronic reporting of comprehensive income tax and year-end tax settlement that generate high levels of traffic on its website.

During the review process, the National Tax Service learned about RaonSecure’s TouchEn Wiseaccess, which already had a lot of references and deployment experiences in public institutions and financial organizations. TouchEn Wiseaccess is an integrated account management platform for access management. With TouchEn Wiseaccess, clients can access their systems by signing only once, enhancing user convenience while reducing costs associated with access control management.

- TouchEn Wiseaccess conducted steady performance tests confirming its ability to maintain stability and fast performance in case of massive traffic online.

After thoroughly reviewing TouchEn Wiseaccess, the National Tax Service decided to deploy the RaonSecure’s platform as it demonstrated its high performance as well as its ability to be a reliable technology in high traffic environment; two crucial requirements to comply with before being implemented in a system providing services to nearly 30 million users and 20,000 National Tax Service’s employees.
