Open Call: Red Hook IFPM Mural Project

New York City Emergency Management (NYCEM) and the Mayor’s Office of Recovery and Resiliency (ORR) are announcing an Open Call for mural designs to be applied to structures that are part of the Interim Flood Protection Measures (IFPM) program, which have been deployed along Beard and Reed Streets in Red Hook, Brooklyn. The Open Call is not limited to professional artists. Anyone is invited to submit a design, which will be printed on vinyl banners and attached to the IFPM. Winning proposals will receive $500.

Introduction

NYCEM plans and prepares for emergencies, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information. The Interim Flood Protection Measures Program is managed by NYCEM in collaboration with the Mayor’s Office of Recovery and Resiliency (ORR). The program is intended to protect critical facilities and infrastructure as well as low-lying City neighborhoods from coastal flooding during a hurricane event through the deployment of temporary, deployable measures.

Through a comprehensive risk assessment process, Red Hook has been identified as a priority site to receive interim flood protection in this program for the 2017 coastal storm season through, approximately, but no later than, June 2023.

The Red Hook Neighborhood IFPM design includes a combination of semi-permanent barriers (e.g., HESCO barriers) with various openings that allow for normal site operations. These openings are then closed when storm surge from a coastal storm is forecast using “Just in Time” (JIT) quickly deployable protection measures (e.g., Tiger Dams).

NYCEM is seeking proposals to beautify the approximately 700 linear feet of semi-permanent, pre-deployed HESCO barriers through the implementation of murals and art on these barriers. Winning proposals will receive $500.

HESCO barriers are a 3ft x 3ft x 4ft geotextile barrier with a wire mesh. The barriers will be filled with clean sand and have covers placed on top. More information can be found: https://www.hesco.com/products/flood-barriers/

Submission Guidelines

Eligibility

  • Anyone is invited to submit a design. This Open Call is not limited to professional artists.
  • If the artist is under 18, contact information from a parent or guardian is required to be included in the application.
  • Winning Artists must register with the city’s vendor payment system to receive payment.

Design

  • Proposed Design should be aesthetically pleasing and appropriate for the public realm.
  • Proposed Design considers the variety of audiences at the site.
  • Proposed Design considers the social, historical, architectural, geographical and/or cultural context of the site.
  • Proposed design should accommodate a space of 46 inches x 25 feet, with the ability to be repeated over longer lengths. Repeating patterns are welcome.

Note:

  • The designs will be reproduced on vinyl 4 foot high banners in lengths up to 25 feet.
  • The Advisory Committee may elect to reproduce the same design on more than one section of barrier or in smaller lengths.
  • The NYC Department of Transportation requires that the Barriers are marked with a reflective device. A 1-inch band of reflective tape will be printed across the top and bottom edges of the banners.
  • Two to three 16 x 24 inch IFPM signs will be installed on each section of barrier after banners are attached. The signs are White background with Blue (C:100 M:60 Y:10 B:0) text.
  • Grommets will be incorporated into the banner for attaching to the barriers.

Execution Plan

  • NYCEM will print winning designs on vinyl which will be attached to HESCO barriers.
  • Banners will be installed in November 2017.
  • Banners are expected to be on display for approximately 2 years, but NYCEM and ORR reserve the right to shorten the display period for any reason.
  • Selected artists will be paid $500 for their design.

Note:

  • NYCEM reserves the right to shorten the period of the HESCO barriers installation to less than 5 years.
  • NYCEM to be responsible for removal at end of display period
  • Artists will maintain copyright of their designs, but NYCEM and New York City reserve the right to a royalty-free, perpetual license to use any depiction of the artwork for non-commercial purposes.

Submission Process

  • Application and images should be submitted through the online application form at: http://www1.nyc.gov/site/orr/projects/red-hook-ifpm-community-mural-project.page or by mail by printing out the online application and sending to NYCEM, C/O Red Hook IFPM Mural, 165 Cadman Plaza East, Brooklyn, NY 11201
  • Individuals or organizations should submit no more than 3 designs.
  • File names for each image submitted should be labeled “Artist’s last name_number” (i.e. Jones_1, Jones_2, etc.)

Submission Schedule

Submission Deadline: September 27, 2017, 11:59PM (Note: Applications sent by mail must be postmarked by September 23, 2017)

Selection Notification: October 5, 2017

Selection Process

  • Submission will be reviewed by a committee comprised of representatives from Red Hook community-based and arts organizations and City agencies, and judged according to the Submission Guidelines above.
  • At least 10 designs will be selected.
