Unlock 4.0 in India | Travel Guidelines

Interstate and intrastate travel in India has started with mutual consent of the states.

The Central Government of India has recently announced Unlock 4.0 guidelines. Along with several relaxations and a few restrictions on inter-state and intra-state travel, the states will no longer be permitted to impose any kind of local lockdowns outside the containment zones without the Central Government’s approval. Earlier during Unlock 1.0, 2.0, and 3.0, the COVID-induced lockdown was lifted in several phases in several states. The Union Home Ministry has come up with new Unlock 4.0 guidelines and Indian states are also coming up with new rules in September. However, the standard protocol for social distancing prepared by the Ministry of Health and Family Welfare at all the places including public transport will continue.

In addition to the implementation of these guidelines, the Centre has also announced that there will be no restrictions on intra-state and inter-state movement of passenger vehicles and buses throughout the country except the containment zones. Some states have also presented their Unlock 4.0 policies. While the state of Haryana has withdrawn the orders to keep markets closed twice a week, Tamil Nadu has discontinued epass system. redBus will be updating the state-wise interstate travel guidelines to help the passengers plan intrastate or interstate travel accordingly and keep the required documents ready, if any.

Following are the highlights of the new travel guidelines for Unlock 4.0 you may want to know:

  • One can travel from one district to another and one state to the other in buses and passenger vehicles without any restrictions. No separate permission of epass would be needed for the movement.
  • While domestic flight operators had started during Unlock 1.0, India is yet to resume the International flights other than the one permitted by the MHA.
  • Metro services will resume from September 7, 2020 in a graded manner.
  • Passengers may have to undergo mandatory thermal screening at the point of departure and only asymptomatic passengers will be allowed to board the flight/train/bus. Thermal screening at the exit point is also arranged.
  • The government continues to recommend the use of Arogya Setu app during any bus and train travel and flight boarding to enable the contact tracing for COVID-19 infections and prevent the spread immediately.
  • No state would be able to impose a local lockdown without permission by the Centre.
  • Any kind of social congregation is permitted with a limit of 100 people. However, mandatory wearing of face masks, thermal screening, and social distancing norms will be observed.
