Fresh off the heels of a bus system redesign, Rachel Ede from CityBus in Santa Rosa, CA, knows the pains of conducting a COA. Transforming their counter-intuitive and duplicative bus network into a streamlined, easy-to-understand system, all while staying budget-neutral, was no easy task.
At this year’s Remix Conference, Ede drew on recent experience to highlight the importance of being “deliberately unhurried.” Ede sees it as an investment to spend time building internal buy-in on a COA’s scope, creating a policy framework early on that will inform the complicated decisions during the planning process.
In her presentation, Ede walks through the advantages of being deliberately unhurried, how to conduct an exhaustive (albeit exhausting) public outreach phase, and the benefits of a healthy willingness to give up territory served by other agencies.
