President Biden’s Executive Order on Safe, Secure, and Trustworthy AI — Deep Dive by Dr. Salim Afshar CMIO Reveal HealthTech

Today, President Biden issued an a White House Executive Order that stands to reshape the landscape of Artificial Intelligence.

Given the comprehensive nature of this Executive Order, I wanted to distill the key points that we, as stakeholders in #healthcare, #technology, and #innovation, should be cognizant of.

New Standards for AI Safety and Security

  • Mandatory Sharing of Safety Test Results: Companies developing high-risk AI models must share safety test results with the U.S. government.
  • Development of Rigorous Standards: The National Institute of Standards and Technology will set extensive red-team testing standards for AI safety. I am sure this will be co-created with ecosystems within the healthcare system such as VALID AI — a collaborative #community to advance generative AI in a responsible manner to improve health care and research.

Protecting Americans’ Privacy

  • Privacy-Preserving Techniques: The order calls for the development of techniques that allow AI systems to be trained while preserving the privacy of the training data. In healthcare, we already have some movement in this area with companies like BeeKeeperAI which has a mission of creating secure data access to support high-quality, impactful algorithm validation and development. More companies are needed in this collaboration and we need to ensure that we maintain unity of vision and action, to prevent the siloeing of data systems and increased cost that we had previously seen in IT and EHR related initiatives in the previous decade.
  • Federal Guidance for Data Usage: Guidelines to be established for how federal agencies collect and use commercially available information.

Advancing Equity and Civil Rights

  • Combating Discrimination: Landlords, federal benefits programs, and federal contractors will receive guidance to prevent AI algorithms from exacerbating discrimination.
  • Fairness in Criminal Justice: Best practices to be developed for the use of AI in sentencing, parole, and predictive policing.

Support for Consumers and Workers

  • AI in Healthcare: The Department of Health and Human Services will establish a safety program for reporting and acting on unsafe healthcare practices involving AI. This is were tools such as the ARCH Classification will be critical- ARCH = AI-Related Complications in Healthcare (ARCH)
  • Labor Standards: Principles and best practices will be developed to maximize the benefits and mitigate the harms of AI on workers.

Promoting Innovation and Competition

  • Research and Development: The order aims to catalyze AI research across the U.S., including healthcare and climate change.
  • Support for Small Developers: Technical assistance and resources to be provided to help small businesses commercialize AI breakthroughs.

Advancing American Leadership Abroad

  • Global Collaboration: The Administration will work with other nations to establish robust international frameworks for harnessing AI’s benefits and managing its risks.

Government Use of AI

  • Responsible Deployment: Guidelines to be issued for agencies’ use of AI to protect rights and safety.
  • AI Talent Surge: A government-wide surge in hiring AI professionals will be led by various federal agencies.

This Executive Order represents a crucial moment in the responsible development and deployment of AI technology. As we work towards advancing health systems through AI and technology, it’s vital to keep these regulations and advancements in perspective.
