The Hyōjōsho: Governance Specifics

A previous article outlined the Hyōjōsho — a decentralised governance platform for Samurai Legends. The Hyōjōsho is a council consisting of elected officials and members of the Samurai Legends team. Members of the council discuss issues pertinent to the Samurai Legends ecosystem and vote on various proposals.

This article will dive into the specifics of the Hyōjōsho and how it will function.

Council Members

The council consists of 10 members:

  • 5 rōjū — elected community officials
  • 5 tairō — members of the Samurai Legends team

Nomination

To become an elected official (rōjū), community members must nominate themselves. Candidates must have at least 10,000 $SMG staked and a firm understanding of English. In addition, candidates must be genuine community members and not members of the Samurai Legends team.

The nomination period lasts for 7 days, during which candidates can make themselves known via a Google Form. After verifying eligibility, candidates will be displayed in the candidates channel in the Hyōjōsho Council section on Discord.

The first Hyōjōsho nomination period begins now (April 14th) and will end on April 21st at 17:00 UTC.

Elections

After the nomination process is complete, the candidates will be formally announced on April 23rd. The election will begin on April 25th and end on April 27th after 48 hours. The 5 candidates with the most votes will become rōjū in the Hyōjōsho. The consecutive 5 candidates are kept in reserve in case an elected official steps down.

Each wallet can vote for 1 candidate. Voting power is based on 2 assets:

  • Staked $SMG (1 staked $SMG = 1 vote)
  • Genesis NFTs (1 General = 400 votes, 1 Kyushu land NFT = 400 votes)

Formula:

Vote power = $SMG Staked + (Number of Genesis NFTs * 400)

Voting will take place on Snapshot — a decentralised voting platform.

Council Specifics

  • Elected council members serve 3-month terms.
  • 2 weeks before the term ends, a new nomination period starts.
  • Community members are limited to 2 terms per year.
  • Elected council members receive a salary of approximately $500 in $SMG per term, distributed unevenly (20%/20%/60% or 100$/100$/300$ at the end of each month).
  • If council members neglect their duties, they receive a strike. Receiving 3 strikes results in being removed from the council.
  • Removed members will be replaced by eligible candidates with the next highest number of votes.
  • Strikes are not carried over to other terms.
  • Council members are expected to contribute a minimum of 2–3 hours per week, including participation in a weekly meeting.

Proposals

After 5 rōjū have been elected, the Hyōjōsho is established, and council members can put forth proposals on the designated public channel on Discord. These proposals should be debated publically in weekly meetings. For a proposal to be approved, 6 or more council members must vote to do so.

Proposals can include:

  • Ways to allocate tokens accrued in the community treasury
  • Any changes related to the sustainability of the ecosystem

Governance Voting

Once the Hyōjōsho has approved a proposal, a governance vote will be held. Governance votes are decided by 2 governing bodies:

  • The Hyōjōsho
  • Holders of staked $SMG and Genesis NFTs.

Voting power is distributed with a ratio of 30:70 (30% Hyōjōsho, 70% stakeholders). After a proposal is approved, council members have 24 hours to vote yes or no on the proposal. This is followed by a 48 hour period where stakeholders can vote on the same proposal. Council members will be prevented from voting in the stakeholder vote. The combined results of these two votes will decide if a proposal is enacted. For a proposal to be enacted, the combined weight of the 2 votes needs to be greater than 50%.

Governance votes will take place on Snapshot.

Formula:

Community vote = $SMG Staked + (Number of Genesis NFTs * 400)

Council vote = 1/10 * Total Community vote * 3/7
Governance vote = Council votes + Total Community vote
