As a starting point you may want to get familiar with national map mentioned in another post is a very useful tool for viewing various data sets(including your own) imposed on the earths surface. There are many data sets there already pertaining to agriculture in Queensland including current and potential sugar cane areas , various types of soil data and many others which you could look at incorporating into your approach.

Satellite images from Copernicus are publicly available. Each download from Copernicus comes with 2 files, a json file containing information such as the cloud cover over the region and the coordinates of the capture. As well as a zip file contains 13 images (12 band images across the light spectrum) discussed in another post. For downloading Copernicus data have a look at Copernicus open access Hub(https://scihub.copernicus.eu).

Manipulating and analyzing images will be a large part of this and you should investigate what approach you would like to take, you should see what methods exist. For example dealing with cloud cover will be a challenge, so investigate what methods already exist for dealing with clouds in imagery. Some of the image bands provided by Copernicus could be very useful for this and similarly some of the bands might be useful for change in vegetation (so sugarcane). Be able to analyze and modify images at the pixel level.

All geographic data will be in GEOJSON so you should have a look at working with this data type and what libraries are available to you for this.

Investigate what other data sets are available; satellite imagery, sugarcane use and other.
