INTERIOR THE CITY CLUB NIGHT
SHIRLEY is holding court. We see all the men from the lawyer’s office plus a few more, the Lawyer FETTER, GREENBERG, RUSS, the TWO HEAVIES.
SHIRLEY:
From now on RUSS will run all matters of administration in each of the territories and will adjudicate any disputes. His decision will be final. GREENBERG will run collections. You will pay him your gross every Tuesday. He will then remit back to you your percentage. FRANK BARNES here (pointing to one of the gang members) will be in charge of security and if you have any problems with City Hall see FETTER. He’ll sort it out. No independent operations of any kind will be allowed. We will all work together and maintain control of every racket. No one and I mean no one will push any dope in this town. That’s a one-way ticket out. Any questions?
