[生活] What is Amber Alert?
週六下午手機突然瘋狂震動，打開一看發現是Amber Alert，覺得應該來跟大家分享下美國的緊急通告訊息
還記得一年前剛來美國，有天一早手機突然持續震動了好幾秒，打開一看發現是封寫著Amber Alert的簡訊，當時好像還沒有把Child Abduction放上標題，訊息的內容又很簡短，所以當下看不太懂是什麼意思，還想說琥珀色/黃色(amber)之外，是不是還有紅色警戒…Orz
後來上網一查才知道，原來Amber Alert是美國這裡協尋失蹤兒童的通告簡訊，在美國已經有25年歷史，是為了紀念1996年在德州失蹤的Amber小妹妹：
- AMBER Alert — Specific alerts that are aimed at finding missing children are called AMBER alerts. AMBER is the shorthand for “America’s Missing: Broadcast Emergency Response”. Usually, the AMBER alert will just give you the location, car license plate number, and model, make, and color of the car.
看到這裡大家應該就會發現，簡訊裡這麼簡短的文字其實包含了很多重要訊息，以上圖左邊的簡訊為例，想通知大家的是：
在Indiana的Plainfield，有一台白色2014年Chevrolet Silverado，IN車牌DPC813的車子，疑似與兒童綁架/誘拐有關
而右邊的簡訊則是說：
在Indiana的Gray，有一台灰色2017年Toyota Camry，MD(馬里蘭州)車牌LJA617的車子，疑似與兒童綁架/誘拐有關
會收到這樣的簡訊，代表警方需要所有人一起幫忙協尋那台車，因為被綁走的兒童可能有立即生命危險，每分每秒都很珍貴。
所以如果收到簡訊的當時，你正好在附近地區，請稍微注意一下身邊/路上有沒有符合特徵的車子，或許就剛好拯救了一個寶貴的生命。
- AMBER Alerts are only used for the most serious child abduction cases, when authorities believe a child is in imminent danger of serious bodily injury or death.
- Since 1996, the AMBER Alert system, named after Amber Hagerman, went nationwide. Experts believe that more than 800 children were found safe thanks to the alert system as of December 2015.
除了Amber Alert，在美國還可能會收到以下兩種emergency alert，
- Presidential Alert — This particular alert is the type of alert that is issued by the President of the United States of America. Sometimes, a designee may also be the one issuing the said alert. This alert usually pertains to grave matters affecting the nation.
- Imminent Threat Alert — The said alert is meant to notify people about inclement weather. The purpose of the said alert is to prevent damages to properties and lives. The alert is usually broken down into “severe threats” or “extreme threats”.
下圖左的Public safety message應該就是所謂的Presidential Alert，告訴大家今天有個地方可以免預約免費打疫苗，快點去！
下圖右則是Imminent Threat Alert，是我們66號公路旅行途中在Petrified Forest National Park附近收到的洪水簡訊，當時Google map上同時也出現了警告圖示，但其實離我們還滿遠的，大概是把方圓百里內的手機都發了一遍，避免大家靠近淹水區域。
我在美國一年來零零總總收過的緊急廣播簡訊如下，在鎮上也收到過幾次洪水警報，但淹水地點其實都離我們滿遙遠的：
從右圖可以發現，最舊那幾則是台灣的萬安防空演習、地震警報，所以美國這些訊息跟台灣的概念是一樣的。
另外如果你最近沒有收到amber alert，但身邊的朋友有，這並不代表你被美國政府忘記了 (不一定是壞事?)，可能是你的手機沒有開啟緊急簡訊接收通知設定，所以收不到電信公司的通告訊息lol

最後想跟大家分享跟這個Emergency Alert主題有點相關的一個App－PulsePoint Respond：

其實這個App當初開發的目的，是為了在緊急事件發生時，通知附近有CPR能力的民眾前往現場協助救援，但對我來說就只是個即時緊急事件看板，有時候聽到消防車警笛聲時，會點開這個App看一下鎮上是不是又發生了什麼事lol
還記得當初是位SPH博士生好友跟我分享的，據說因為跟警政系統連線，所以資訊還算即時；去年我家斜對面發生火災的時候，也是立刻就在這個App上出現了一個事件點…
