Heaven’s King then shared another application of solution and order with Joshua, saying:

“Set apart certain cities in your lands where in an accidental killer may flee to avoid those who would avenge the blood of a kinsman killed. For when a person causes the death of another without intending it to happen, without the slightest trace of malice in their soul, that person should have a place to flee to. It is predictable that those will come to see the accidental killer die also, but let there be a town of refuge where the unfortunate actor may hide and live out a portion of there days unpunished.

When the unintentional killer arrives in your towns of refuge let them wait and present at your gate to the wise men of your town what he has done. Let the case be made for the lack of planning to the event which led to the death of the victim.

Then you shall admit the poor murderer into your haven, allowing him to live and guarding him from the avengers who come.

When your highest counsellor has gone the way of all flesh, leaving this world and traveling to the place beyond, then the accidental killer may return to his own people, when the time of forgiving has passed.
