There is a limit of 25 per question.
To request 25 people, you have to press the button one by one. It takes a lot of time.

As an improvement, it would be tempting to add a button to “Select 25 from the top at once”, but Quora does not.

It seems that the questioner is designing so that the answer request is made according to the “feeling of wanting an answer”.
People who really want an answer will request it even if it takes time. Others don’t send many requests.
