This version of the Sylo Node, released on 25 Feb 2021, modifies the ordering of sequence numbers in the inbox.

The prior behaviour was to assign sequence numbers at the beginning of a push request, before the data was sent to the Sylo Node. The new behaviour assigns the sequence number at the end of receiving the data.

This change means that peers monitoring a tail stream from the Sylo Node should now see inbox headers arrive in order.

Additionally, this change should prevent incomplete push requests from being stored and taking up a sequence number with bad data.
