Anna Mikhailovna does seem to be genuinely poor. The detail that convinced me were the worn-down shoes. (going up the stairs back in day 12 in “своих стоптанных башмаках”. I suppose that the other aristocrats provide her and Boris with food and lodging and the use of carriages, but they need money from somewhere for clothes.
