Could Oregon’s Carbon Dividend Proposal Help Bring About A Basic Income?

Since the proposal isn’t yet decided between permits or pricing, I think a more appropriate name would be “carbon dividend;” “cap-and-dividend” only describes permit systems. I’d prefer a price model, which better corresponds to the fact that carbon has a real cost, and is less susceptible to gaming.
Let’s hope this passes! I agree this is one of the most likely paths to basic income.
