This should be in addition to the districts where they are traditionally strong. The threshold percentage to gain a seat in a district is 100/(number_of_constituencies_in_district). Smaller parties should focus on districts with a large number of constituencies. I have chosen an arbitrary figure of more than 10. (10% threshold) This means a smaller party can get in with less than 10% of the votes.
