You make some great points and all are true, but I think you miss one important part in this equation, policy makers. They are the ones who have true power to change education systems and schools. To only blame teachers isn’t completely fair to them (although they carry some of the blame), but sometimes their hands are too tied.
It isn’t just on states and local districts. The beauty of OER lies in the role of the teacher. In a time where teachers feel less empowered because of a perceived diminished role, through a properly framed OER movement, teachers have a much more powerful platform to make learning personal for students.
