Why is it only parts of China? Why are they being asked rather than told? What is this all about?

Google services and apps have been banned in China. That doesn’t include Hong Kong and Macau. Yeah, I’d never heard of Macau either but apparently it’s a group of islands that were formerly a Portuguese colony and now is treated like Hong Kong.
