What surprised our team when we analyze the time required for 50+ government services:From Aadhaar, Pan card, Passport to Patent Registration

Governments are known for their delay in processing applications.We, at tesz.in, have analyzed 53 of the most commonly used government services to find out the time required for these services. Government services covered spans from Aadhaar card to Birth Certificate to Patent Registration.

These services are provided by 19 departments of State and Central government ranging from Village Office to Ministry of Corporate Affairs. Transport Department (RTO) has the highest number of services in our list with services such as Vehicle Re-registration, Ownership Transfer, Issue of Learners Licence, Permanent Licence etc. Transport department is followed by Labour Department and Rural Development and Panchayat Raj Department.

Of the 50+ services analysed, our data set contains twice the number of services provided by State Government as compared to Central Government

Time required for these services ranges from 0.46 working days to more than 2 years. As per our analysis, the official time required for obtaining most of the government services is less than 20 days.

The median time required for the government services is around 15 days.

Now you may be wondering:

“Which is the government service that is fastest to obtain in India and also the one which is hardest to obtain ?”

Fastest to get

The shortest time required for any of the government service in our list goes to the time required for processing company name reservation applications. Time required is around 0.46 working days.This service comes under Ministry of Corporate Affairs. It took around 5 to 15 working days in 2014 to process this application. But thanks to Digital India, the form for company name reservation (INC-1) has been replaced with a simple web service which has resulted in this time reduction.

This is followed by issue of temporary vehicle registration and issue of Learners License by RTO in 2 and 3 days respectively.

Hardest to get

Patent registration and Trademark registration are the hardest to get in India. Registration for these services is a lengthy process and it takes around 18–24 months to obtain registration in a straightforward case, without any objections or oppositions. One of the major reason for the inordinate delay in grant of patents is the lack of patent examiners in India. During financial year 2016–2017, there were only 132 examiners for all patent applications across the country, resulting in a huge delay to examine and grant patents.

Aadhaar, Pan card, Passport, Voter ID card…

Aadhaar, Pan card, Passport and Voter ID card are the most commonly used ID cards in India.Pan card takes around 15 working days to get delivered while Aadhaar takes around 90 days. Passport and Voter ID card takes around 30 days each. Delay in getting passport can be reduced by applying for Tatkal passport, which can be obtained in 7 days.

Even though there is clarity with respect to the procedure to apply for these services, there is lack of clarity with respect to the process to be followed, in case of updates (change in name, date of birth etc.) to be made in these id card. Sites like tesz.in bridges this gap by providing step by step instructions on process to be followed in case of accessing government services.

RTO services

Transport Department has the highest number of services in the list. Regional Transport Office (RTO) is a government organization responsible for issuing vehicle related certificates. Getting NOC for vehicle is one of the basic service that RTO provides. NOC is done to check whether there are no dues of tax on the vehicle and to confirm that the vehicle was not involved in any illegal activities. NOC needs to be obtained from the RTO at time of vehicle re-registration and ownership transfer. It will take around 3 to 4 weeks to obtain NOC.

In addition to it, RTO approval is required in case of vehicle re-registration (45 days), ownership transfer (15 days), driving licence renewal (15 days) etc.

So What Now ?

Various departments within state and central government are planning to reduce the time required to get their services by making the processes online , increasing the manpower in the department, doing away with unwanted documentation etc.

Websites such as Aaple Sarkar and Digital Gujarat helps the users to access the services online. Many state governments have also opened citizen service centres (Akshaya)across the state to make government service accessible to common man.

We hope that more such initiatives will make the government services more accessible to common man in a shorter time frame.
