The technology and innovation company Crowdpolicy undertook the technical and operational support for the availability of open data and the implementation of the Open Data Hub of the Hellenic Corporation of Assets and Participations (HCAP).

The scope of the project is to implement actions, infrastructure and features to accelerate the generation, management and availability of open data and the provision of open application programming interfaces (APIs) for automated access to them.

Nowadays, the generation and use of open data significantly influence the collective and individual decision-making process by redefining the way the public administration and the economy function. Open data enable the creation of applications that enhance effectiveness both at public administration level and in the context of developing value-added services for businesses. In addition, they create new competitive advantages for the use of resources from both the private and public sector. At the same time, they strengthen the functioning of democratic institutions by creating conditions of transparency and accountability.

According to the 2020 data in the EU, the size of the open data market is estimated at €184 billion and forecast to reach between €199.51 and €334.21 billion in 2025. The public sector is one of the most influential sectors as it is estimated that 56% of the open public data is used by third parties for various purposes.

The project includes support services as well as the design, implementation and launch of the Open Data and Open APIs Hub of HCAP, as a central hub for the provision of selected data sets of the company. The infrastructure to be implemented will support the strategy of HCAP for the adoption of Open Data by its portfolio companies.

The Open Data Hub of HCAP will provide services for the management, discovery, processing, secure storage, analysis and visualization of data and metadata that will be shared and reused openly and in a collaborative way by public organizations, interested companies and citizens.

The implementation of the Open Data Hub of HCAP will be based on open standards and open source technologies.
