Why is the street lighting sometimes left on during the day?

I stopped at an intersection and saw the street lights were on.

Isn’t this a waste of energy?

I looked up online and learned that streetlights are run by solar cells. When the light of the sun comes up, there’s enough electricity generated within the component, which opens the circuit, to make the light switch off, and vice versa.
