The First Star Atlas Community Polis Improvement Proposal -DAO Owned Claim Stakes
June, 11, Council of Peace HQ, Galia — Today, the first Star Atlas community generated Polis Improvement Proposal draft was released for submission to the Polis DAO. PIP-X is titled, “The COP Resource Leadership Initiative” and likely has the backing of several major POLIS players including ATMTA.
Note: The PIP carries an “X” designator until assigned an official number by the Star Atlas PIP process.

Overview and Goals
- Negotiate with ATMTA for purchase of 110 Tier 4 and 45 Tier 5 claim stakes for 250 Million $ATLAS
- Stabilize Star Atlas resource economy by producing approximately 11% of current R4 demand
- Maintain a 50/50 balance split of R4 sales in $USDC and $ATLAS
- Mitigate the effect of price bubbles within the R4 market
New Player Driven Economy Effects DAO Revenue
The recent changes to the supply of R4 to the Star Atlas economy reduced the amount of revenue generated by the DAO. The change to the economy overnight also resulted in an inflation of resource pricing on the marketplace, although those levels appear to be receding at the moment. To mitigate some of the economic impacts felt by this economic transition, PIP-X suggests that 250 Million $ATLAS be earmarked for the purchase of Tier 4 and Tier 5 mining stake claims.
Proposed by Star Atlas community member Signal, a member of the newly formed Guardians of the Galaxy group, PIP-X proposes a purchase of Star Atlas faction claim stakes with a goal of providing approximately 11% of current R4 demand. Should The COP Resource Leadership Initiative measure pass, the Star Atlas DAO would become a significant player in the Star Atlas resource economy.
The Process and Debate of PIPs
The implementation of the PIP voting and proposal system has been on the radar for many Polisticians for some time. The highly-anticipated PIP system is the next feature release from Star Atlas and clearly has POLIS holders already considering future governance action.
Notably, PIP-X was drafted and submitted prior to any formal release of the PIP voting system. Before PIP-X can even be considered, the Star Atlas DAO must first vote on the establishment of the Star Atlas constitution and framework.
The legislative implementation of ATMTA’s own PIPs may delay the timeline of PIP-X. CEO Michael Wagner previously stated the the first PIP proposals would come from ATMTA and that player or community PIPs would not be ready for some time. PIP-X could prove to be an exemplar for future PIPs as it makes it way through the Star Atlas Council and voting process.
PIP-X Likely to Receive ATMTA Support
It’s currently unknow what percentage of votes a PIP needs to receive in order to pass. The approval procedures of PIPs will be established by the Star Atlas Constitution. While the exact process is yet to be determined, PIP-X will likely have the support of ATMTA’s POLIS voting power.
In the past CEO Michael Wagner has support for the utilization of DAO funds to produce additional economic value. ATMTA remains the dominant POLIS voting position within the POLIS DAO and any PIP that is viewed favorably by ATMTA will have a beneficial head-start in garnering votes.
In recent days, the acquisition of claim stakes by the DAO has been heavily discussed within the Star Atlas economics community. Arguments both for and against a claim stake acquisitions emerged and it was unclear whether the general community stood in favor or in opposition to such a measure.
Of course, the official discussion, debate, and voting of PIP-X will take place on Star Atlas upcoming Discourse system — a platform to collectively organize and discuss the political nature and governance of Star Atlas. While the exact process has not been finalized, The COP Resource Leadership Initiative, otherwise known as PIP-X, will be annotated as a watershed event in Star Atlas history.
