For anyone that has strolled through Times Square in New York City, you have most likely found yourself shooting away or declining photos at some point, from an assorted cast of characters including Elmo, Buzz Lightyear, and other costumed cartoons looking to make a dollar.

Mayor Bill de Blasio’s quest to regulate these “performers” has some entertainers looking for other means of work. For New York City’s “Naked Cowboy,” de Blasio is only another fan.

On August 22, 2015, the mayor of New York City, Bill de Blasio stated that he would address the issue of topless women in Time Square. Later on September 2, police arrested two topless women because of asking for tips.

“I am unhappy with some of what’s happening in Times Square related to the costumed characters and the painted women,” Mayor Bill de Blasio stated, “we need to identify the appropriate legislation that needs to be passed by the City Council.”

“I think they are trying hard to get rid of the topless women, but not sure with the naked cowboys”, pointed out by an anonymous police.

The reality is that the mayor hasn’t posted any regulations to against the Naked Cowboy, who plays guitar on The Times Square.

“The mayor has nothing against me, he loves me,” says Robert John Burck, the Naked Cowboy of Times Square. “I can show you a video of the mayor and me, when he came to the Super Bowl… he believes I am a distinguished man.”

Distinguished or not, Burck has been wrangling tips and donations in New York City for nearly 18 years, all while representing the Blue Island Oyster Company. During the winter, he is the only one here when the topless woman or naked boys all gone.

“It’s not upset about any particular behavior, the naked girls or naked boys, the way what they concerned about is the some of them scared people, and they do business unfriendly,” according to Robert. He explained that he only walks on the street, plays with his guitar and sometimes takes the photo with people. He never asks for money or offends others.

Up to now, the government has no regulations on the naked cowboy and cow women, however, the future for them still unsure since people hold different opinions.

“I think the naked cowboy’s behavior is improper, many people come here with kids and family, ” said by Allyson Grant, a visitor from Texas.

“I love him,” said by Rosie, a student from Fordham, “It is awesome, and people have the right to do what they want here.”
