Minutes of the meeting with BOG Chairman Mr. B Muthraman

Sports Infrastructure Issues:

1) Mr. Muthuraman assured the allotment of specific funds (some fixed percentage in the total funds allocated to institute) exclusively for sports infrastructure improvement and maintenance every year.

2) Mr. Muthuraman will talk to director and Gymkhana president in regards to networking with State Sports Associations for Coaches and other developments in sports.

3) Mr Muthuraman assured he would take addressing the issue of professional coaches for different sports.

4) In regard with next inter IIT and the one after (to be held in IIT Kharagpur), Mr Muthuraman informed the gathering that he would ask the Gymkhana president to hold meeting with students in the next couple of weeks to discuss the action plan for Inter-IIT.

5) Gymkhana president along with students should come up with a proper action plan for the next Inter IIT and the one after to enhance the performance of IIT Kharagpur.

6) Director Prof. D Acharya told students about the upcoming infrastructure facilities at IIT Kharagpur which include
New Students’ Activity Centre (to be built by July 2011)
2 new synthetic tennis courts.
Improvements in TSC and Jnan Ghosh stadium regarding flood lights and running tracks.

7) Mr. Muthuraman also asked students to prioritize the infrastructure requirements as per the necessity and then convey it to the administration accordingly.

8 ) Gymkhana president along with students will give the prioritized list of all these requirements to the administration.

BC ROY Hospital Issues

1) Questions were raised and discussed in regard with the earlier planned initiatives for hospital improvement. Few problems which still persist are the delayed implementation of decisions, lack of long term objective implementation, construction problems and problem of visiting and full time doctors.

2) Dep. Director Prof. A K Majumdar spoke of a few improvements in BC ROY hospital which include:
i) Pathology lab has been started.
ii) Machinery for the Diagnostic centre has been purchased but due to some construction problems, the centre is not active yet.
iii) BC ROY has now improved reference system with some of the good hospitals in Kolkata
iv) Emergency Ambulances are in place.

3) Mr. Muthuraman strongly mentioned that necessary requirements of students must be fulfilled in an institute as students are as good as customers for any institution. He also asked Director and Dep. Director to look deeply into the matter and take early actions to fulfill the remaining requirements.

4) Mr. Muthuraman also pointed out that he will send a doctor from Tata Main Hospital, Jamshedpur to account for the improvements done in BC ROY and propose new feasible changes and improvements in existing system.

HMC Issues:

1) Issues regarding increased hostel Overhead Charges were raised and questions regarding its utilizations were put up. In this regard, Director Prof D Acharya assured to come up with a public audit of this money within couple of weeks. He also assured to make public the expenditure made and accounting details in this regard.

2) Mr. Muthuraman told about the appointment of new accounting committee for Boards’ meetings.

3) Mr. Muthuraman also told that he has asked new accounting committee of Board to present the overview of total accounting and new improvements to be made.

4) He also insisted for the proper training of the persons involved in total process of accounting in the institute.

5) Issues regarding the privatization of mess were raised. Director Prof. D Acharya told that the process of outsourcing the mess is in process and it will take few more years for complete implementation.

6) Regarding the increased money in mess charges, Director Prof. D Acharya told that government has removed all the subsidiaries to be given to institutions for such purposes and hence there has been increase in mess charges. He also told that due to increased student intake, staff has also increased and hence the increased money is used to cater ll such requirements.

7) Mr. Muthuraman advised students to have patience in this issue as this process is going to take some time and told that Director and other authorities are looking after it.

8) He also insisted to have a third party for the administration of such issues like Mess and HMC to avoid the problems, bad practices and delays.

Issues related to Placements:

1) Some changes suggested by students were discussed which included
Appointment of few professionals HR persons for the supervision of placement.
More time span for the placement of increased number of students.
More infrastructures for Placement committee to work.

2) In this issue, Director told that Institute has planned to use its Kolkata campus for placements as many companies refuse to come to Kharagpur. He also mentioned that per day 2 Volvo buses are running to and fro to this place from IIT Kharagpur.

3) He also informed students about the communication skill enhancement programme started by Prof. Mahapatra.

4) He also informed that many companies are not willing to recruit students before the start of 8th semester so year round placement cannot be really implemented.

5) Mr. Muthuraman agreed on the point of hiring professionals for the placement process and asked Director Prof D Acharya to look after it.

Some Student related Affairs:

1) Case of 140 students who were out on the disciplinary committee was conveyed to Mr. Muthuraman. He asked complete details about it and promised that after studying it, he would convey his views to the director.

2) Case of One of the student who missed his 2 end semester exams due to his mother’s death was also conveyed to Mr. Muthuraman. He asked for the details of this case too and said that he will revert back on the same.
