An intelligence report by the CIA asserts that the bulk of the $100 billion in unfrozen funds Iran is set to retrieve as part of international sanctions relief will be spent on easing its internal economic problems rather than aid to foreign entities it counts as allies. While officials concede the unfreezing of the funds could result in a slight increase in assistance to Iran’s perceived proxy forces, it is not believed to be enough for a meaningful shift in the balance of power in the region. The US currently estimates that Iran sends Hezbollah tens of millions of dollars and Assad’s regime in Syria about $6 billion every year.
