How can ice look so fluffy?

How many thousands of times have I seen the so-called mare’s tail? And yet it never fails to create a sense of wonder.

They look to me as if they might be soft as feathers — something you might fluff in a pillowcase for a magical nap. Although I’ve known almost all my life they’re really made of tiny shards of ice.
